  17. <p>     When Eduard Shevardnadze abruptly resigned as Soviet Foreign
  18. Minister last December, warning of a coming dictatorship, he
  19. provoked widespread shock and alarm. His reappointment last week
  20. brought an international sigh of relief.
  21. </p>
  22. <p>     Since joining the resistance to the putsch attempt in
  23. August, Shevardnadze has been watching from the sidelines as the
  24. power of the central government has drained away to the
  25. ascendant republics. His decision to rejoin Mikhail Gorbachev
  26. is likely to lend credibility to the Soviet President's efforts
  27. to reconstruct a union and to solicit Western aid for the ailing
  28. economy.

  30. <p>     But Shevardnadze's resumed role will be far from what it
  31. was before. He will have to devote much of his time to
  32. resolving disputes with the republics rather than
  33. globe-trotting. Shevardnadze was hardly upbeat. "There is no
  34. reason for congratulations," he told the newspaper Komsomolskaya
  35. Pravda. "The time has come when the fate is being decided not
  36. just of our country, but of peace on our planet."
